Stuck at headquarters in Langley after the trouble of his previous mission, Bai Hsu is bored and worried he will never get another assignment. Be careful what you wish for. He is told to investigate a secret organization called the Ghost Cartel. To do this he decides to infiltrate it but that will put him in the middle of a constant war between rival Mexican gangs as well as the target group with its tentacles inside the U.S. government.
